What is an online fiscal cash register?

An online fiscal cash register is software that issues fiscal receipts instead of a physical device. The Serbian Law on Fiscalization allows this explicitly: an electronic fiscal device is a “hardware and/or software solution”. A physical register is therefore not required — an approved software (ESIR) and a security element from the Tax Administration are enough.

With FiskalAPI, that software runs on our server. Your shop sends the items in one API call, we sign the receipt, report it to the Tax Administration through the V-PFR (virtual fiscal receipt processor) and immediately return the receipt number, the QR code and the receipt text for the buyer.

Do you need a fiscal receipt — and in what form?

Three questions, an instant answer. The rules come from the Law on Fiscalization and its implementing rulebook; confirm your own case with your accountant.

1.Who do you sell to?
2.Where do you sell?
3.How do your buyers pay?

Who it is for and what you need

It fits you if

  • you run a web shop on WooCommerce, Shopify, Magento, PrestaShop or OpenCart — there is a ready-made module for each
  • you charge for subscriptions, courses, licences or other digital services
  • you have your own website or app that can call a REST API
  • you ship goods by courier and buyers pay by card, bank transfer or cash on delivery

What you need

  • a program, website or app that calls the API — a ready-made shop module or a few lines of code in your system
  • for in-store sales: your POS program calls the API while the buyer waits, and you print the receipt on an ordinary printer
  • a security element from the Tax Administration — requested once, on the ePorezi portal

Your shop delivers the receipt to the buyer. FiskalAPI returns the receipt text, the QR code and the verification link, but does not email your buyer itself.

From zero to your first receipt

  1. 01

    Open an account

Fill in a short form and get your account and test key the same day. No card, no contractual commitment.

  2. 02

Try it with the test key

Connect the module for your shop or call the API. Test receipts are free and have no tax consequences.

  3. 03

    Obtain the security element

You request it once, on the ePorezi portal: register your business premises, then request a V-PFR element as a file.

  4. 04

    Upload the element and sell

Upload the element file and its PAC in “My account” — from then on every payment gets a real fiscal receipt.

Questions about the online register

Approved ESIR · ID 1609

Yes. The Law on Fiscalization allows the electronic fiscal device to be software only. FiskalAPI is an ESIR approved by decision of the Tax Administration and entered in the Register of Approved Elements under identification number 1609 — publicly verifiable at purs.gov.rs.

Yes — the law allows a software solution, so there are also apps for typing receipts by hand on a computer or Android phone. With FiskalAPI, your website, shop or program issues the receipt in one API call — automatically online, and in a shop your POS program issues and prints it while the buyer waits.

Yes, when you sell to individuals. The law says sales are recorded regardless of the payment method — card, bank transfer, cash on delivery or cash, every sale to an individual gets a fiscal receipt.

The receipt is issued at the moment of the sale, and for cash on delivery that is when the courier collects the money — not when the order arrives. Your system calls the API at that point. We will help you set the exact moment of issuing for your sales flow.

If you sell exclusively online, you issue the receipt in electronic form and deliver it to the buyer — usually in the order confirmation email. Your shop delivers it; FiskalAPI returns the receipt text, the QR code and the verification link.

If the connection drops mid-issue, a repeated call with the same transactionId does not create a second receipt — it first checks whether the first one was issued. And when the Tax Administration is unavailable, receipts are delivered to it within the legal deadline.

With FiskalAPI there is no device, no subscription and no setup fee. You pay only for issued receipts, from 9 down to 1.5 RSD each — 100 receipts a month cost 900 RSD, 1,000 receipts cost 4,000 RSD.

Yes. The test key is free and needs no card — you issue test receipts with the same calls as real ones. The agreement is open-ended: no minimum term and no notice period.
